People prefer to buy and sell large items like this locally as the shipping costs can be very high. Yes, you could list it on eBay but make sure you are prepared to deal with shipping and any possible return of the item. In my opinion, selling locally is the way to go. You could even try a garage sale if you've other items to sell.

If you just want rid of the treadmill then you can put an ad onto a site like freecycle.org and offer it free for whoever takes it away. Even a broken treadmill is liable to be something someone is willing to take on in case there is a chance of fixing it.
