Beginner riders should not jump until they are balanced and comfortable with and without stirrups on the flat (walk, trot, and canter).
After that, they can start working on their two point over ground poles.
When the rider is ready to jump, crossrails are usually used. The goal is to become comfortable with crossrails and move on to verticals and oxers.
