Who invented the fire department?

Benjamin Franklin started the union fire Company in Philadelphia in 1736. The first fire engine company went into service in 1678 with Captain Thomas Atkins in Boston. Marcus Egnatius Rufus started a bucket Brigade in AD 6 in Rome. It was the first Roman Fire Bucket Brigade.
