Where were most of the navy's warships located when the civil war began?

When the Civil War brought up, the Union Navy had 92 warships of which:

21 of them were useless,

many of the remnants were stationing in Japan or near the African Coasts,

26 steamships and 16 sailing ships could be put quickly in service,

10 steamships and 18 sailing ships were under repairing and in dry dock,
