What are the remedies for brain drain?

Brain drain is the name given to the phenomenon of the best and brightest workers of a poor country being recruited to work in countries with better economies. One measure that has been suggested to reduce brain drain is to have the richer countries only issue temporary work permits for those non-nationals it does have working, such that they must return to their native countries after the term of their work permit ends.
