Tentatively, the answer would seem to be yes, so long as the buttstock is non-folding and non-retractable. In 1994, the Clinton administration passed the so-called "assault weapons" ban, which banned semi auto, detachable magazine, centrefire rifles with two or more of the following features:

All of the CM-11C M11s that I've seen have had only one of those features - the pronounced pistol grip. If they make them with folding/telescoping buttstocks, I have yet to see one. Although it does feature a barrel shroud, it's a feature on the list of banned pistols, but does not pertain to rifles. So long as it remains only a single feature rifle, it is legal. Now, replaced the buttstock with a folding or telescoping buttstock, or add a flash suppressor to it, and you have a firearm which is illegal under New York State law.
