Not necessarily.

A scholar is someone who is well educated and has a liking for, and desire to further, knowledge. A scholar is often a specialist who concentrates on one particular area of study, but this is not a prerequisite.

So, in a sense they are striving to be better by studying and gaining new knowledge, and a scholar may be the best in a particular field, but they do not need to be the best or necessarily require this intention to be a scholar.
