Why is the Fugitive Slave Act historically important?

It allowed slave owners to chase runaway slaves anywhere they went. Politically, it was a victory for pro-slavery senators/representatives, and a loss for anti-spread-of-slavery senators/representatives.

It helped build up tensions leading to the Civil War.
