If a cell is not respiring quick enough then it does not have enough energy to carry out active transport. For example this means that if it is in an environment with a water concentration higher than its cytoplasm osmosis will occur. Osmosis will continue to occur until the cell bursts eg Amoeba in pond. Cells require energy to perform active transport to retain homeostatis.
