You put "ballast" (stones) beneath the rails to improve DRAINAGE, because the ties are wooden, they'll rot if they're stuck in the dirt or mud. Modern concrete ties will decompose if not properly drained with ballast. The ballast also does help the ride significantly, smoothing all the irregularities of the land on a smooth bed of stone.
