Be more specific: Do you mean miners like workers who work in mines? Or minors meaning folks underage? And what type license...a driver's license? In what state (if you are even asking about the United States...

I think, but do not know for sure, that in the US a minor caught driving without a license will probably be fined, maybe asked (made to do) some community service, and may be delayed in being issured a driver license when otherwise they could have been eligible for one. That all assumes there were no complicating charges such as reckless driving or having an auto accident.
