Promotion quotas for the top five grades (SSgt through CMSgt) are tied to FY-end strength and are affected by funding limits, regulatory limits, and the number of projected vacancies in specific grades. The DoD limits the number of Airmen the Air Force may have in the top five grades. Public law limits the number of Airmen who may serve on active duty in the grades of SMSgt and CMSgt to 3 percent of the enlisted force.

But the main reason they have not released any information is due to the US not having a budget, We can thank our elected "leaders" for that. there are a couple of scenariOS that can play out for most career fileds.

first scenario, we know that there are many hitting the HYT for the grade of E-7 for many fields, this coupled with many people not being able to pass the P.T. test and the AF looking to kick those with perma waivers to the curb could be a sign for the promotion rates to stay steady + or - a point. the reason this holds true is that the AF is not looking to cut as many enlisted position compared to that of the officer corp's couple this with the Sec. of Defense requesting the budget at 2009 rate will allow for the same amount of promotions.

Second scenario, no budget passed this will equate the AF not know exactly people they can promote due to not knowing how much money they can spend on new promotes . Now with the exception of those that fall into or have the following HYT, PT, perma waviers, LOC,LOR,article 15 because they are good as gone by May 15, 2011 they(the AF) can base the number on these guy's but that is really a crap chute

If no budget is passed expect the cut off to be high maybe 10-20 point from last year
