They may, however have to pass an ability test, in that language, as well as in English, to be considered as a competent " Translator". An interpretor does immediate translation, from one language to another, usually for a government agency, such as the United Nations, or a news agency, such as a television network. They may also translate written documents. Or work in the courts system, as a certified translator, who translate the testimony of witnesses who don't speak English. A person who wants to learn a foreign language would need to attend College to do so, preferably in a country where that language is the one most often used. This is called "Immersion Training" and requires the student to ONLY speak the learning language 24/7 for the entire course duration.
