Is Melchora Aquino the Founder of Girl Scouts in the Philippines?

American Missionaries started the first Girl Scout troops in the Philippines in about 1918. Josefa Llanes Escoda formally launched Girl Scouts of the Philippines (GSP) in 1939, so she is considered the founder of GSP.
