How can you make a custom radio for gta San Andreas on PC?

Simply go to the user files folder and create a folder called User Tracks.

Copy mp3s into there.Then start the game.Go to the options then audio setup and then user track options.Just scan the user tracks as it says.After it finishes you'll have your custom radio named as User Track Player.
