How do you find out if someone is receiving welfare?

Assuming you are providing cash support to a mother, you need to file for a proper order, and they will either send it to Welfare or her if she's not on it. But, if she is, and you wait for her to come to you, the order will be retroactive, regardless of any money you have given her.
