What is good cause to quit job and get umemployment?

I work as a DOD- Civ overseas for the last 12 years and want to return to the states-Nevada have been applying for over a year for a civil service to keep my time but nothing as of yet. I think living abroad lowers my changes can I quit and return and look for a job locally and receive UN employment benefit's?
