Is it normal to have dark hair on your belly and your a girl?

Yes it is, I don't recommend shaving it unless absolutely necessary, it tends to be extra sensitive. It is best to lay in the sun to let the hair 'bleach', and sunscreen won't affect that, so you don't have to worry about it slowing down if you but sunscreen on :)
