If it's a hardware issue on the Galaxy Nexus, you'll have to either take it to a cellphone repair shop, or you can attempt to repair it on your own. A teardown of the camera is in a do-it-yourself site iFixit (see Related Links). It'll likely be best to replace the camera component itself for a new one.
If it's a software issue, the latest stock Android OS for the Galaxy Nexus was Android 4.3 for the unlocked, Sprint, and international versions, and Android 4.2.2 for the Verizon version. So if your version is already updated and you're still experiencing software issues, one other option is flashing a factory image of your latest OS, courtesy of google Developers (see Related Links).
