You get the unidentified 13 from the drudgen pet or from Swindle in Tercessuinotlim. For both you must either get Escherion's helm the member one or the blood clook from yulgar's shop once you have either turn in for the quest and you will automatically get unidentified 10 and randomly get any of the other unidentified items including 13 though it is rare
