Tell her in person, she will feel better than you telling her through the internet or phone. So back to letting her reply, if she says she has feelings for you as well, then you may ask her out and treat her with all the respect you can. If she responds negatively, as in she doesn't like you back, it's okay. Just be her friend and keep on trying. She might say yes if you keep trying. Maybe buy her a rose for Valentines Day, or invite her to places. But if you get to be annoying and you can feel it then just stop, and move on.
