Do you wet the hair before rolling it in a perm or do you keep it dry?

You can wet the hair first before rolling it into perm rods or you can simply squirt each section about to be rolled with a water bottle in order to dampen it. The hair definitely needs to be dampened to effectively roll it onto the rods.
