Why does a 2000 dodge neon run but won't accelerate over 15 mph?

A 2000 Dodge Neon will run but not accelerate over 15 mph if the transmission governor is stuck, it is not receiving enough fuel, or the ignition timing is substantially off. Hooking an OBDII code reader to vehicle will help narrow down the cause.
