Can a person read and talk at the same time?

I know of one case where you can read and talk at the same time, that is when you are reading a story to someone else (i.e. reading out loud). It is more difficult to read and hold a separate conversation at the same time but it can be done provided the conversation does not require a great deal of concentration.
