depending on the type of job or even the codes in your area ,you probably can.

but i wouldn't recomend it . cause somewhere down the line after the projects

over. moisture could get to the steel and rust even more causing a small burst

that could crack the concrete. which would result in spending more money

vs. just putting good steel in the fist place. plus the inspector might not passit
