Because house members are elected every two years, they wind up being very close to their constituents and must listen to what their constituents say or risk not being re-elected. Additionally, when the US was founded, Senators, Presidents, and Supreme Court Justices were appointed by other politicians, but Congressmen in the House were elected by direct popular vote. This made them more clearly representative of the public will.
