Can a fuel filter make carburetor get too much gas if the filter is bad?

It is more likely that the carburetor gets less fuel as the filter clogs up. However, if the filter starts to crack up, debris can get under the seat of the float chamber needle valve. That can cause the valve to stay open, raising the fuel level and flooding the carb.
