What do you need to evolve in Pokemon dungeon 2?

When you defeat Primal Dialga, the Pokemon can evolve except Starter and Partner after you cleared Mystifying Forest.

Starter and Partner evolve when Palkia is recruited at Spacial Rift and Manaphy tells you about the Marine Resort.
