I'm a painter in Rural Central Pa. (Lancaster). an average exterior double pane wood window with 6-9 lights (or panes of glass) per sash. starts around $65 each. More if its real rough , lots of peeling paint, and more if glazing the individual widow panes. It ususally takes about an hour to do a decent window, double that if it's in rough condition. I also charge more for a second floor ($85) and more again for 3rd floor. It's the prep work that is labour intensive and that can add up. Interior usually is more like $50 or so, less if its a modern vinyl window where you may only be painting the frame. Dramatic contrasting colors (white woodwork on dark walls) and time because the lines are more noticable, so that adds cost as well.
