Who issued the edict of worms?

The Edict of Worms was issued by Holy Roman Emperor Charles V in 1521. It declared Martin Luther an outlaw and prohibited the teachings of his reformation ideas, following Luther's refusal to recant his writings at the Diet of Worms.
