Who discovered the cell phone or mobile phone?

To have something discovered it has to exist. The cell phone is an invention. The idea of a cell phone actually began with police radiOS in the 1930's, but the first working cell phone was created by Dr. Martin Cooper for Motorola in 1974. It wasn't sold to consumers until the late 1980's. The phones were big, expensive, with no cell coverage in many places because there were no towers. Calls were charged by the minute and they didn't have internet, cameras, or apps on them.
