What qualifications do you need to become an engineer?

Which kind of engineer? Locomotive engineer? Not much, just work for the railroad and have the right breaks and impress the boss. Mechanical, electrical, industrial, structural...? Typically a 5 year engineering degree from an accredited college along with the concomitant math and science.
