Why are psychiatric nurses mostly illegal immigrants?

All nurses are licensed and registered with the state they work in and they sit for a national exam to ensure that they meet the minimum requirements to be a nurse. Therefore they aren't illegal immigrants; nor is one specialty composed of more of them then any other.
