China has a very complex and very opaque government procedure. As a result, many Sinologists (people who study China and Chinese Culture) are still debating what it takes to change government policy in China. However, there are things that we know to be true about how Chinese policy has changed and what has not effected change.

Things that HAVE effects

Politburo Changes:
The Chinese Communist Party meets in a large forum called the Politburo and decides Communist Party policy. Since the Communist Party controls all branches of the Chinese Government, changes in the consensus of the Politburo have resulted in fundamental changes in Chinese policy. Probably the most important was the change to a more capitalist economic system under Deng Xiaoping from the command economy of Mao Zedong.

People's Army: The Chinese Army has an incredible amount of influence in the Chinese government and often operates outside of the civilian government. Much of China's foreign policy, such as its choices to support North Korea, are determined by the People's Army. The Army is typically a more conservative voice, but can also be pragmatic in certain instances. These "pragmatic moments" lead to changes in policy.

Foreign Pressure:
If foreign powers put enough pressure to change a particular law or free a particular individual, often China will save face and perform the act. However, these acts are usually restricted to the particular case in question and as soon as the foreign powers stop caring about a certain situation, China will resume the undesirable activity.

Things that do NOT have effects

Elections:
While there are elections in some areas of China, all of the candidates are from the Chinese Communist Party or are subsidiaries of the Party. They do not present a significant enough variety of different opinions to allow citizens to change their governments.

Protests and Demonstrations: China has famously made protests and demonstrations illegal and killed those who participate in them. The most famous such event was the Tiananmen Square Massacres in 1989 where the People's Army sent tanks to quash the protests.
