The Word "utopia" was originally a book title for Sir Thomas Moore. It probably evolved from "eutopia" or "good place," as it was a fanciful description of how England ought to be (e.g., with religious toleration). Swift, as Gulliver, describes places which are different, but hardly improved, from the England of his day, using the differences and similaries to mock the faults of his own society.
