Is YAG Laser Hair Removal really as effective as advertised?

Believe it or not, Oprah just finished an investigation into laser hair removal. She found that it is not always effective and there is no certification process for operators. YAG lasers are often used to treat skin imperfections but can also be used for hair removal. However, the same issues from above apply.
