"Uncirculated" simply means "never been spent and in change" so if you have a new coin or bill (banknote) from the bank or a cash machine, of course you can spend it. Otherwise the coins or bills would never be put into circulation.
However, older uncirculated coins that have been held in collections may have become quite valuable as collectors' items, because they don't exhibit any wear or other damage. Like any collectible coin that's worth more than face value, it would not make any sense to spend one of these items - they could be sold to a collector or dealer for a higher amount.
