First let us establish just what the soul is. The soul is in actual fact both the Spirit and the Body of man.

In this light I think that your question should read "When does the spirit.........? The answer to your question is that all spirirts are allotted a certain time when to come to earth, and this time is chosen by God. It is He who knows when and where our spirits will come to earth and to what people it will come to. There is the possibility that a spirit may request that it be born at a certain time and to which people it will be come to. Because God knows all spirits better than they know themselves, it is He who will choose when and where and to what race of people we will be born to do the most good.

When a a person is born they draw what ever soul is closest to them.
