Is there a bounty hunters code of ethics and are there specific laws regarding legal conduct and proper procedures of a bounty hunter and if so what are they?

Most bounty hunters aka fugitive recovery agents do follow the law, but there are a handful of agents who ignore the law and do what they want.

I am unsure what state you are in since it is not specified but check with the department of insurance in your state.
