Can you cover asphalt with cement?

You could do this, but the results will depend on the condition and depth of the asphalt. You need a good foundation to support the cement so that it will last without shifting or cracking. Most times, it seems that it is money well-spent to dig up the existing asphalt, add in crushed rock or concrete and rebar before repaving with cement. See the attached article.

what are you planing to do? ive heard of using asphalt sealer etc over a cement driveway and it seemed to holdup well. But....as for doing it the other way around. do you have the extra room for like 6 inches of cement etc? but again the specific application would help alot to achieve a better answer
