Speaking generally, a "key informant" would be any person who possesses secret (or, "inside") information about an activity or organization of great interest to outside parties. For example, for a police investigation of gang-related violence, a "key informant" would be a member of one of the involved gangs who is willing to provide vital information about the actions and intentions of the gangs from his or her insider-perspective.
