Why is leupold rifle scope elevation adjustment maxing out?

Rear ring is to low. Place shimming material(s) under rear ring mount until POI is raised to desired level. Talk to gunsmith or gunshop for more detailed instructions. You may need to purchase a taller rear mounting ring.
