Sure you can apply. The drivers license application in Oregon has the question:
"Are you currently or have you ever had your license to drive or right to apply for the privilege suspended, revoked, canceled or refused?"
You could lie and say no, but there are stiff penalties for lying on a drivers license application if you are caught.
Another View: The questioner never said anything about the status of their drivers license, what they they asked about was applying for a license while they had an
active warrant in another state.
In that case they could apply for the license but if the DMV runs your name into the database - AND the other state has entered their warrant for you - you could be in trouble. The DMV people could notify local law enforcement that they had a wanted person in their office.
