Is there a way to find out if someone is spying on you through your computer?

Kinda. With the Cash for Clunkers program there was a disclaimer that said that while you were accessing there database the government owned your computer and could scan your computer and confiscate material. The government also does watch to see what people are searching for on search engines looking for specious activities (i.e. how to make a bomb searches).
