No, there is no Internet browser built-in to Windows Command Prompt. But there is a text-only browser called Lynx that runs on CMD; after you have downloaded it, you can run it on CMD and browse the web. There is also another browser called Arachne, which also runs on CMD and supports a wide variety of images, videos and other media.
