Sometimes the Frenulum, the fold of tissue on the underneath side that connects the foreskin to the head can be too short or tight and keep the foreskin from retracting. If this is the case it can be corrected by a doctor. A stitch is put through it where it connects to the head and tightened. After a few days, it detaches from the head and will allow more movement of the foreskin. Sometimes the foreskin itself is too tight and this can be stretched to allow it to retract.
