There is no "consumer price index" or USDA food price comparisons for the Northern Marianas, which makes it hard to answer. Federal Employees get a pay differential similar to Hawaii. Food costs vary-- if you eat locally grown produce and lots of rice, you can eat cheap. If you eat "American style" -- Apples, Oranges, grapes, pasta... it will be significantly more expensive. The least expensive meat is 25#-33# boxes of chicken leg quarters, followed closely by pork. Milk is sold in UHT boxes of 1 quart or 1 liter, and are about 1.20-1.50 a liter/quart.
Significantly more expensive--- the cost of gasoline ($4.50 ish a gallon) and the cost of electricity. (double or triple your current power bill)
Rentals-- cost vary significantly. Quality varies significantly also.
