How do you get copy of cell phone bill not yours?

If you are trying to get the statement of a cell phone who is not in your account, you will have a problem. Even if you go to the carrier, they are not going to give it to you because of the Privacy Act. law. Why not just talk to this person and ask, so there's no suspicion on both parties.
