What did Dumbledore's letter mean to grindelwald in the Deathly Hallows on page 357?

Dumbledore was a talented teenager boy when he wrote that letter to Grindelwald, and he had a high opinion of himself and believed he should lead.

He wanted to lead the muggles into hiding "for the greater good" and rise above them and lead all the wizards above muggles and squibs.
