Is a cell phone ticket a moving violation?

In California, a cell phone ticket is NOT a moving violation and should not raise your insurance premium. The traffic code show the fine as $20. In Orange County, the acutal fine is $172. The fine includes:

$15 - State court facilities construction fund (GC 70372)

$6 - DNA Identification fund (GC 76104.6 & GC 76104.7)

$6 - County Emergency Medical Services (GC 76104)

$5 - State General Fund (PC 1465.7)

$30 - Court Security Fee (PC 1465.8)

$35 - Conviction Assess Fee (GC 70373(a) (1)

$1 - Night Court Fee (VC 42006)
